I am trying to figure out what is best to plant in my flowerbeds that will last all year. Also, I am looking for a good shade tree that does not get too large.

There are a ton of plants you can grow, really too many to list here. You can grow a wide variety of annuals, perennials and shrubs. Here are just a few things that you can grow:
Geranium, Heuchera, Chrysanthemum, ornamental grasses, Helleborus, Hosta,
Verbena, Hebe, Nemesia, Hemerocallis, Diascia, Erigeron, Lamium, roses, bird of paradise, Pelargonium, and Calibrachoa.

As for trees, you can grow live oak, london plane, sycamore, liquidambar, or Chinese elm. Enjoy your landscape.
