Not many garden pests eat hydrangea flower buds without also munching on the leaves. Snails and slugs are the most common pests but could there be deer in the area? If so, that's the culprit. If not, then look for signs of slugs or snails. The iron based bait called Sluggo is very effective against slugs and snails.
