As far as planting near the fountain, there will probably be some splashing or some overspray of water so you'll want to choose plants that won't mind splashing water. Hostas and ferns are tolerant of moist soils and grow well in the shade. Irises will be fine with splashing water and will grow in full sunshine. I'd choose some flowering shrubs and perennials for the other side. If you are creative you can find those that bloom in the spring, others which bloom in the summer and some that bloom in the fall.
