I just planted perennials and plan to cover the entire area with rocks, to hopefully keep snails away from my plants. Will the rocks stop the perennials from spreading?

If you're planning to use gravel or river rocks, the perennials may not spread out as quickly as they might if there were no rocks to fight. If you want your plants to have room to expand, just keep the rocks 6 or more inches away. Enjoy your garden.
