Virtually any organic matter will be good amendments for a flower bed. I'd go with the compost/manure combination, spread 3-4 inches over the top of the bed and work it in to a depth of 8-10 inches. This is where the roots of your annuals and perennials will be concentrated and when the amendments release nutrients, the roots will be there waiting. I'd use the most economical, most readily available organic matter. Best wishes with your garden!
