use of cloth/netting to prevent weeds - Knowledgebase Question

I am going to add topsoil & mulch to my landscaping. Should I put something down to prevent weeds? If so, when should I put it down...before or after the topsoil?

Weed barriers are terrific for preventing weeds. Spread your topsoil first, then lay the weed barrier. If you're going to plant in the area, cut X's or slits in the weed barrier and plant your plants. Then top the project off with several inches of mulch. Enjoy your garden!
