I have noticed a yellow, foam-like substance growing on the ground on top of my cedar mulch. After removing in one area it grew back very quickly in another area. Is it treatable?

Welcome to the wonderful world of slime molds! These goopy fungi (Myxomycetes) live on dead organic matter and thrive in moist conditions. You can rake it out and dump it in the trash. Increasing the air circulation by raking the mulch material will help it dry out and eliminte the stuff. It's pretty harmless - just not nice to look at!
