Eighteen inches is perfect for shrubs, 12 inches for most perennials and vegetables. Once you've incorporated manure the bed should drain well and be a terrific growing spot for anything you plant. I'd use about three inches of builder's sand as a base for the pavers. You can rent a tamper to compact the sand and then set the pavers down, burying them about half way into the sand. This will help anchor them and keep them from tipping when you walk on them. After all the pavers are set, spread more sand over the top and sweep it into the cracks between the pavers. Tamp everything down again and you'll be all set to go. Enjoy your project!
