10x10 area on a hill, under a tree, hard dirt... anything i can do?

That's a real challenge! We normally recommend you amend the soil with organic matter to help loosen it up, but under a tree that would be difficult to do without damaging the roots. A raised bed isn't a good idea either. So, how about planting a dry soil, shade tolerant groundcover to dress up the area? Vinca, ajuga, pachysandra are all good groundcover choices for under trees.
