my annuals plants and rose get very brown and die is it something in the soil? and what can I do to stop my plants from dying.

If your plants are dying you might want to have your soil tested to make sure there's nothing in the soil that might be causing problems. A soil test will also tell you whether or not your soil needs to be amended if it is lacking in nutrients. You can have your soil tested through Cornell. Here's their website.
