How do you pick collards and kale so that the plants continue to grow and produce leaves

If you harvest just the outer leaves, the rest of the plant will continue to grow and develop new leaves. Just pull or cut off the outermost leaves like you would if pulling leaves off of a head of leaf lettuce. Enjoy your collards and kale!
