I cannot replace these piles because they go under concrete. They are most likely clogged with dirt & possibley small roots. Any suggestions before calling in a professional? Thanks!

Sometimes you can rent roto-rooter type tools at equipment rental sites. There's not much else you can do except phone a professional. You will save money if you do it yourself, providing you can find the equipment. I'd phone around to see what's available. Good luck with your project!
