why is my okra hard before it reaches two inches or less. It is born hard.

It sounds as though your okra is maturing before it has a chance to grow. Okra should be harvested 5-6 days after the flower petals fall, regardless of the size. If the pods remain on the plant more than 7 days they will become rock hard. I can only suggest that you feed your plants and water on a regular basis to encourage growth so the pods elongate quickly and will be larger when it's time to harvest.
