Colita is Spanish for Golden Cup. There's a plant (Hunnemannia fumariifolia) that grows wild in Southern California and is known as the Mexican Tulip Poppy, or Golden Cup. It's related to the California Golden Poppy and grows 2-3 feet high with finely divided blue-green leaves and clear soft yellow, cup-shaped flowers. Bloom time is July - October. Perhaps this is the plant you're looking for.
