My crape myrtles have not bloomed this year. Is this due to all the rain in Greensboro, NC that we received in June? There are crape myrtles in this area that are blooming, but I have heard others comment about their crapes not blooming.

Crape myrtles bloom according to cues they get from the environment. If the weather has been cool, cloudy and rainy, it's very possible that the crape myrtles in your area simply haven't gotten the message yet that it's summer. They will bloom with all the environmental conditions are just right.
