dwarf alberta spruce are turning brown. why?

Water stress can cause the problem you describe. If spruces are not fully rooted, or if the soil is overly wet, they are less able to take up moisture and are more prone to drying out in sun or wind. Based on your description I suspect they are drying out due to root stress, combined with the stress of winter weather. It is possible the tree is dead or nearly so. I'm sorry I can't be more encouraging.
