,can this grass survive winters in connecticut and does it need to grow in water???

Papyrus is a half-hardy perennial so it needs winter protection in Connecticut. You can plant yours in a container and then take it indoors during the winter months. It does not need to grow in water (although it can). It will be perfectly happy in moist potting soil.
