Why is it that Home Depot does not have a larger selection of water saving plants? Please suggest plants in this category.

You might be surprised just how many drought tolerant plants are carried by your local Home Depot! They aren't all marked, but they all grow well in your gardening region and they are considered xeriscape plants. Here's a list compiled by the Cuyamaca College there in El Cajon:
