evergreen shrubs are turning brown starting inside and working outward and feel sticky to the touch on the brown part. My garden in a container garden. ????

Sounds like insects are feeding. Spider mites especially love to congregate in the centers of evergreen plants. They feed on the fluids within the tissues which is why you might be finding sap on the foliage. Insecticidal soaps will usually control them, as will periodic sprays of water from the hose. They like dry dusty places so hosing off your plants every few weeks during the summer months will help to control them. Good luck with your landscape!
