I received your suggestion regarding enriching my soil with organic matter. Can I still do this even if I already planted on this soil? If yes, where do I put the organic matter? Around the plants or at the spot where I planted the my plants.

You can spread organic matter around your plants and on the bare soil within the bed. A 2-3 inch layer is deep enough to help suppress weeds and slow water evaporation. At the end of the gardening season you can dig the organic matter into the soil and replace it with fresh new mulch material. Hope this clarifies things for you.
