i was told it's best to plant trees and shrubs during the fall. is this true? what month is the best to do it?

You can plant anytime the ground is not frozen. But, the less stressful times for the plants would be in the spring or in the fall when the temperatures are cool and rainfall usually abundant. I'd plant in September or October or even November in your gardening region. Good luck with your new trees and shrubs.
