When is the best time to water? I've been told not to water in the middle of the day, also not in the evening because of fungus. I want to turn on the sprinkler and water that way.

Everything you've heard is right. If you water late in the afternoon or early in the evening and the plants or turf do not have a chance to dry out before nightfall, your plants could be more prone to diseases. But, you can water every early in the day - before sunrise, or up until mid-morning. Or you can water in mid-afternoon (3-4 p.m.) Hope this clarifies things for you.
