You can prune with a hedge trimmer but you're likely to end up with some ragged leaves and stems. The best time to prune is immediately after flowering. But, you can prune most anytime during the growing season to keep your plant under control. Since it is quite large, you may want to reduce its size over a period of several months. Otherwise you may shock the plant and it might refuse to grow. I'd take it back only about 6 inches at a time. Allow it to recover and then prune it back another 6 inches. After a few pruning sessions you should end up with a full, bushy, and well flowering shrub. Enjoy!
