Rosemary Plant w/Soapy Stuff? - Knowledgebase Question

My rosemary plants have soapy white stuff on some of the branches that are very small and can be washed off with the hose. What is this soapy stuff caused by?

The foamy masses sound to me like spittle bugs. These tiny little pests produce a frothy substance to protect themselves from the sunshine and from predators. In large numbers they can damage the plant but you can easily discourage them by hosing them off with a strong stream of water from the hose. Or you can squish them between your thumb and forefinger. I just hose them off!
