Fall webworms are beginning to show up in your gardening region so I suspect that's what you are seeing in your tree. The most effective means of control is to remove the nests by hand. Bacillus thuringiensis (sold as Dipel or Thuricide) and Orthene are two of several pesticides labeled for fall webworm control. The key is to control them while they are small and before the population grows too large. Good luck with your eradication project!
