| The two most common reasons for lack of fruit set is hot weather (pollen is sterile at temperatures over 90F) or lack of pollination. Tomato flowers don't need bees to transfer pollen but they do need to experience some wind to shake the pollen loose so maybe just shaking the branches will be enough to make the pollen drop.
