My peonies are turning black. They have huge black spots all over the leaves. Would heavy rains cause this? Should I cut them back?

It sounds like a fungal disease and if you don't remove the affected foliage it will spread to the rest of the plant. If it is completely involved, cut it down to ground level; if just a few leaves are involved, prune them off and remove them from the garden. Best wishes with your peonies!
