I'm a little confused by your question because Brentwood is in Los Angeles County which is southern California, not northern California. If you are in Brentwood, a good resource for you is the University of California Master Gardener program. There are tons of brochures available through the program, including garden preparation, perennial selections, and helpful advice for gardening in southern California. You'll find a list of topics on the left hand side of the page. As for an evergreen tree, how about White Fir (Abies concolor), Atlas Cedar, or Arborvitae?
