I am finding white foam deposits on some of my plants. Mostly the sunflower blossoms. Rinsed them off. Came back next day. Found on other plants also.

I suspect you are finding spittle bugs. Aptly named, don't you think? These tiny pests excrete a foamy substance to help protect them from predators and from the hot sunshine. Hosing them off is the best approach. They will spend their time making more foam instead of feeding on your plants. Their lifecycle will be over soon.
