Answer: I suspect the little white bugs are mealybugs. They can be knocked off with a strong spray of the hose or with insecticidal soap used according to the label instructions. They will not chew big holes in the leaves because all they do is suck sap. I think the holes are probably Japanese beetle damage. My own Japanese anemones have the same damage every year and it has never really harmed them apart from looking awful.
