The top portion of some of my bush beans, green peppers and salsa peppers look like they have been cut off. The leaves are gone and just the stems are left. What type of insect could do this type of damage or should I suspect a hungry deer.

To be honest, I would point the finger directly at browsing deer. If you can keep them out from now on, the plants may recover and produce, although a bit late. You might give them a bit of extra coddling, ensuring they have optimum water and nutrients. I'm sorry about your plants.
