My two weigelas were bitten badly last year here in central FL, but have come back with foliage and are 2-3 times the size they were previously. However... not flowers this year. Is it because they bloom on 'old wood' and there was no 'old wood' remaining after the frost/freezes last winter? If not, what should I do to get those gorgeous orange flowers again? It is well-fertilized. Thanks!

I'm afraid it's true - weigela blooms on new growth that comes from old wood. Since your plants were nipped by frost there probably was no old wood and therefore no flowers this year. But.... if yours grew like gang-busters this year, they should be loaded with flowers next year. Enjoy!
