Where is the best place to prune/crop a siam tulip?And when?

In colder growing regions than yours, Siam Tulip dies down in November and remains dormant all winter. If yours does not die down in November you can cut it down to ground level and it will resprout. You can remove the flowering stems (the flowers are great as cut flowers in a vase). Hope this answers your question.
