Is it to late to cut back my mums that have not bloomed yet?

You're about 4 weeks late. If you pinch or prune them back now, they may not flower until December. Normally you should pinch them back every 3 weeks until the end of July. They will then set flower buds and bloom in late September and all through November. Pruning them back now isn't really a good idea if you'd like to have flowers this fall.
