Question: I have 2 small palms(I don't know the name)2 feet high and often the lower branches

Answer: I can't tell for sure without seeing the palms and examining the white dots, but mealybugs are the most common pest of palms, followed by scale insects. Both are difficult to control. You can try removing the most infested fronds and dabbing the remaining white dots with a cotton swab dipped in rubbing alcohol. This will dehydrate the pests and eventually they will fall off. However, new pests can appear if they are currently hiding in the far reaches of the plants. Repeat the control as needed. Good luck with your palms.
