I have 2 wine & roses weigela one regular, 1 dwarf that did not bloom at all this year. No problem in the past. What could be the cause?

Weigela develops flowers on the new growth of the season. About the only thing that will keep them from blooming is inadequate sunshine. Next year try pruning it back in the spring to encourage lots of new growth and making sure it gets lots of sunshine. It should bloom well for you.
