Cortaderia selloana, or pampas grass, thrives in a sunny location with moist, well-draining soil. If your plants are receiving this treatment, I'd guess they just need a little time to mature before they're ready to send up plumes. Sometimes transplants can take three years to mature and become established before they're able to perform to the best of their ability. Don't give up on your plants! Just be a little patient and they'll surely reward you - probably by next summer.
