Our Pala verde tree looks healthy but doesn't have any leaves on it. All our other trees are fine.

Palo verde trees are considered both cold and drought deciduous. This means they will lose their leaves in extremely cold weather or in the summer when it is hot and they are not getting adequate water. As the weather cools and rains arrive (or you supply water from the hose) it should develop new leaves.
