when do I prune my Chionanthus virginicus ( fringe tree). It is at least 27 years old and way to large.

Chionanthus virginicus produces only one flush of growth per year so you'll want to wait until it has finished flowering next spring and then prune it back. If it is very overgrown you may need to reduce its size over a 2-3 year period so as not to overly stress it. Best wishes with your pruning project!
