I have a tropical hibiscus on my deck. It has a sandy, gritty material all over the buds and flowers . Do you know why and if it is a bad thing? Thank you.

If the material is only on the flowers and flower buds it's probably an insect infestation. My guess would be thrips or aphids. Try examining the buds with a magnifying glass to see if you can determine what they are. Insecticidal soap applications should take care of the pests.
