Pre emergent will stop weed seeds from germinating but I don't think it will stop clover from growing. Unless you are sure the clover is growing from seeds and not from underground roots, a pre emergent won't work. If you're sure it is growing from seeds, go ahead and apply. Your other option is to use an herbicide that targets clover but is safe to use on bermuda. Bayer Advanced Southern Weed Killer For lawns or Spectracide Weed Stop Weed Killer For Lawns should control the clover. I'd spot treat rather than apply to the new turf. Best wishes with your lawn!
