Is now a good time to cut back lavender and salvia...they seem pretty much 'done' as far as blooms go

You can prune off the spent flowers but I'd wait until next spring to cut the lavender back. At that time you can remove any winter killed stems and it will fill out nicely and rebloom for you. I usually just shear my lavender back by a few inches each spring to encourage a nicely shaped mound. You can prune back the salvia now.
