Isotoma, or Blue Star Creeper, is a great groundcover, especially as a lawn substitute. It doesn't have any particular insect or disease problems so I wonder if maybe the areas dried out due to droughty conditions? I'd pull or dig the dead plants and rough up the soil a bit with a hoe. The healthy neighboring plants will creep in and fill the bare spots. Best wishes with your garden!
