What are the best flowers, herbs, and vegetables to plant in September in southern California?

Although your winters are mild, and almost anything will grow year around, you'd do best to plant cool-season type veggies such as cole crops (cabbage, cauliflower, broccoli), root crops like carrots and radishes, and leafy crops like spinach and lettuce. Garlic can also be planted now, as well as parsley. Stay away from the heat-loving tomatoes, peppers and squash. You can also plant cool-season flowers such as sweetpeas, calendula, cineraria, dianthus, delphiniums, Iceland poppies, nemesia, pansies, snapdragon, stock, wild flowers.
