What can I do about fungus from mulch after the mulch is packed?

Fungus or mold is a natural part of the decomposition process. You might want to rake it to fluff it and expose more surface area to air and sun so it dries out. No matter what type of mulch you use, it should not be in contact with the stems of the plants. Be sure to allow several inches of breathing space around each plant. Once you rake to incorporate fresh air, the fungus will disappear. As the mulch ages it will dry out a little more and fungal growth should stop.
