Ground nesting wasps are the culprits and they are out foraging for food. They can't resist the smell of your steaks! The only way to control them is to figure out where they are living and apply baits to the nests. Or cover the nesting holes with mason jars or clear glass bowls. Do this at night when they are all in the nest. Leave the traps over the holes and the population will eventually die out. When you see no more activity in the jars or bowls, remove them and fill in the holes.
