The best way to amend your soil is to dig in lots of organic matter. Although placing it on the top of the soil makes the garden look nice, it doesn't really improve the soil down where the roots are growing. So, before planting anything you should spread several inches of organic matter over the top of the soil and dig it down to a depth of 8-10 inches. That's where the roots of your plants will grow. Best wishes with your garden!
