I am looking for a plant/shrub that will have some blooms in winter
in my 92563 zip code. Will
lavender surive my winter?

You are in gardening zone 8 and lavender will overwinter in your garden, providing you plant it in a spot with excellent drainage. Soggy soils can cause root rot. If your soil is clayey or doesnt' drain well, plant your lavender in a raised garden bed or amend the soil so it is looser and drains fast. Heather, camellia, primroses and some fruit trees bloom during the winter months. Enjoy your garden!
