I have this disgusting looking yellow fungus in my flower bed on cedar mulch (on just a small patch). Any tips on how I could get rid of it, as well as prevent future outbreaks?

You've probably discovered a slime mold. These goopy fungi (myxomycetes) live on dead organic matter and thrive in moist conditions. You can rake it out and dump it in the trash. Increasing the air circulation within the mulch by raking it occasionally will help eliminate the stuff. It's perfectly harmless - just not nice to look at!
