I live in Zone 5 and want to know if 'Indian Summer' rudbeckia is a perennial or not. I've found seed packets that say it's an annual and some that say it's a perennial.

Indian Summer rudbeckia (Rudbeckia hirta) will bloom all summer if you keep the spent blooms removed. It is generally treated as an annual in zones 4-9 (this is where the confusion lies -- most other Rudbeckia's are perennial in these zones.) You can expect that it won't come back the following spring -- and if it does, you can be pleasantly surprised.
